She matriculated in 1978 and joined the Reserve Bank as a clerk. In 1982 she joined the South West African Police as a clerk and performed administrative duties and assisted in investigations where females were involved. In 1990 she joined the Namibian Police, obtained a Certificate In Police Science from the Polytech of Namibia and held the rank of Sergeant (1) when she resigned in 1992 to pursue a career in the insurance industry.
In 1994 she was trained as an Insurance Advisor and operated Auto Guarantee a mechanical breakdown insurance policy until 1997 when she established SICS, doing tracings and short term claims assessments. She has a Certificate of Proficiency from the Insurance Institute of South Africa and successfully completed various courses in short term insurance fields such as liability, marine, fidelity guarantee, goods in transit, fire, personal lines, defective workmanship and motor vehicle assessments.
She is well experienced and conversant in dealing with marine related claims on damages on cargo, goods and other commodities, liaising with the authorities, relevant ship chandlers/ service providers at Namport – Walvis Bay and arranging for all respective tests/ analysis to be done on items such as maize, meat, chicken, fish and other commodities, imported through the harbor of Walvis Bay.
She is a Commissioner of Oaths, appointed by the Minister of Justice of Namibia.
Chris holds a Bachelor of Laws (LLB) (Unisa), which was also confirmed to be comparable to a Professional Bachelors Degree at NQF Level 8 of the National Qualifications Framework for Namibia (NQA-01 April 2019). He was also admitted as an Advocate of the High Court of South Africa (North West Division of the High Court of South Africa, Mafikeng Case No. 1739/2011) and has been an affiliated member of the Association of Certified Fraud Examiners (ACFE) between 2016 and 2022 (Affiliated Membership No. 38919026) and Member of the Association of Risk Management (NARM) since 2020.
As Head of Forensics and Integrity Services at Ernst & Young Namibia (EY) between 2016 and 2022, he successfully led many investigations into perceived misconduct, fraud, theft, bribery, and corruption on behalf of key clients in both the public and private sectors. As such, he has extensive experience in drafting factual finding reports, supported by relevant bundles of evidence (exhibits), preparing control weakness reports based on lessons learned, and conducting fraud risk assessments, and providing fraud prevention, and integrity training.
In addition to the above, he also has more than 30 years of administrative experience in the public sector (South Africa) serving at Board, Executive, and Senior Management levels. Some key responsibilities during this time included developing and implementing strategic policy and introducing corporate governance systems consisting of effective rules, practices, and processes. Being a lawyer and having had this exposure at an operational level, and having had close relationships with the Offices of the relevant Director Public Prosecutions, Asset Forfeiture and Specialised Commercial Crime Units of the SAPS, as well as the Prosecutor-General, Anti-Corruption Commission (ACC) and NAMPOL Commercial Crime, also contributed to his overall development, thus becoming a seasoned fraud examiner and specialist forensic accountant.
Jolande matriculated in 1996 at Windhoek High School and due to her being a member from a very young age in the national netball team of Namibia, she originally spent a year at Cosana Africa Games training and representing Namibia during the tournament.
After this, she joined AGA, as a debtors/ creditors clerk and received on the job training in the facets of accounting until 2003. Her subsequent marriage and move to South Africa at the time, forced her to become a stay at home mom until 2008, when she returned to Namibia to set up a business, selling explicit gifts. During this time, she became involved in assisting with co-ordination/ arrangement of festivals such as the ” Heart of Windhoek”, “Biltong” and “Boys to Men” festivals for Namibia Breweries.
She joined SICS during 2011 and received extensive on the job training for the assessment of all kinds of short-term insurance claims from Nico Smith. In addition to that, she is a Commissioner of Oaths, appointed by the Honourable Minister of Justice and has since also acquainted herself with the requirements of criminal investigations, commissioning affidavits/ statements and attending to most aspects surrounding labor relations.

He joined the South African Police in 1978 and the South West African Police in 1982 where he held several command positions. He joined the Namibian Police during 1990 with the rank of Chief Inspector and acted as Commanding Officer of the Police Training College until 1993. During 1994, he was appointed Commanding Officer of the Protected Resources Unit, responsible for investigations in all cases related to protected resources in Namibia. During 1997, he held the position of Senior Operations Officer for Khomas Region, until he left the Namibian Police during middle 1998.
He joined SICS in 1999, specializing in investigations for businesses on theft, fraud, misuse/abuse of property, and in loss adjusting/assessing for insurance companies.
During is long career he successfully completed various courses in policing, management and specialized investigations locally and internationally with the Royal Canadian Mounted Police and SA Police Services. He holds a National Diploma in Police Science from the Polytechnic of Namibia, a Certificate of Proficiency – Short Term Insurance of the Insurance Institute of South Africa and certificates in motor vehicle accident investigations. He successfully completed various courses in short term insurance fields such as liability, marine, fidelity guarantee, goods in transit, fire, personal lines, defective workmanship and motor vehicle assessments.
He was an associated member of the Institute of Loss Adjusters of Southern Africa (ILASA), is a member of the International Association of Arson Investigation (IAAI) and a member of the Association of Certified Fraud Examiners (ACFE).
He is a mediator of the High Court of Namibia and appointed by the Minister of Justice of Namibia as a Commissioner of Oaths.
